Afghanistan is on the brink of ratifying a new constitution for a moderate Islamic republic with a directly elected executive president and a two-chamber legislature with no prime minister.

Is America serious about political reform and democracy in the Arab world?  Does the neo-Wilsonian dimension of Bush administration policy in the Middle East presage a decisive departure from the longstanding realist policy of  "regime maintenance"?A

 Just as generals are always ready to fight the last war, the reconstruction/ humanitarian/ peacekeeping community is always ready to solve the last post-conflict situation.

It has been almost a year since American forces and the Northern Alliance in Afghanistan defeated the Taliban regime and liberated Kabul.
