Today, the stakes for NATO and Russia are even higher than what the belligerents of World War I faced. President Biden should leverage U.S. assistance to incentivize Ukraine to accept Russia’s offer to withdraw from most of Ukraine’s territory in exchange for permanent neutrality. This would save tens of thousands of Ukrainian lives. President Biden needs to demonstrate the courage to pursue peace by threatening to suspend U.S. arms shipments to Ukraine if it does not return to the negotiating table and reinstate its previous offer to agree to independence for the Donetsk and Luhansk oblasts, conditioned perhaps on the results of a popular referendum.
